2009 Energy Efficiency Accomplishments Report Energy efficiency programs offered by the investor owned utilities (IOUs) in Texas resulted in 559.8 gigawatt hours (GWh) of energy reduction and 240 megawatts (MW) of peak demand reduction in 2009, 82% above the statewide goal of 132 MW. These energy savings correspond to an equivalent reduction of 827,409 pounds of nitrogen oxide (NOx) emissions per year. Utilities offering these energy efficiency programs in Texas include Oncor, Centerpoint Energy Houston Electric LLC, American Electric Power (AEP)-Southwestern Electric Power, AEP-Texas Central, AEP-Texas North, Xcel, Entergy Texas Inc., El Paso Electric Company, and Texas-New Mexico Power Company. Combined, these utilities spent approximately $106 million on energy efficiency programs in 2009. Since the inception of these programs in 1999, the Texas IOUs have achieved 1,365 MW of peak demand reduction and 3,574 GWh of electricity savings. Energy Efficiency Accomplishments of Texas Investor Owned Utilities Calendar Year 2008 In 2008, the nine Texas investor-owned utilities (IOUs) exceeded their statewide legislative energy efficiency goals for the sixth straight year. The utilities achieved 202 megawatts (MW) of peak demand reduction, which was 76% above their 115 MW goal, and 581 gigawatt-hours (GWh) of energy reduction. These energy savings correspond to a reduction of 882,519 pounds of nitrogen oxide (NOx) emissions per year. Most of the utilities’ programs involve financial incentives, which were paid to project sponsors to offset the costs of a variety of energy efficiency improvements. The total program funds (including administration) expended to achieve 2008 savings were $96.6 million. For 2008, the Environmental Protection Agency (EPA) again recognized Centerpoint Energy Company and Oncor Electric Delivery with “Sustained Excellence Awards.” The EPA also awarded Entergy Texas, AEP Texas, and Centerpoint with “Leadership in Housing” awards for their ENERGY STAR® New Homes programs. As of January 1, 2009, the utility programs implemented after electric industry restructuring in Texas for the years 1999 through 2008 have put measures in place that produced 1,125 MW of peak demand reduction and 3,014 GWh of electricity savings in 2008. UTILITIES IN TEXAS MEET THEIR 2007 GOAL FOR ENERGY EFFICIENCY Energy efficiency programs offered by the investor owner utilities in Texas in 2007 resulted in 167 MW of demand reduction and 427.9 GWh of annual energy conservation, according to reports filed at the Public Utilities Commission of Texas. This exceeds the demand reduction goal for energy efficiency programs established by the state legislature of 136 MW by 23%. This year's programs have also accounted for over 600,000 lbs. of nitrogen oxide emissions reduction. Utilities offering energy efficiency programs in Texas include Oncor Electric, Centerpoint Energy, AEP, Xcel, Entergy Gulf States, El Paso Electric, and Texas-New Mexico Power Company. Combined, these utilities have spent over $80 million in order to achieve these strong results. Energy efficiency programs are off to an exceptional start in 2008. Financial incentives remain high and are available for qualifying projects in commercial and industrial facilities in many of the state's utility service areas. 2006 Energy Efficiency Accomplishments Report Energy Efficiency Accomplishments In 2006, the nine Texas investor-owned utilities (IOUs) exceeded their statewide legislative energy efficiency goals for the fourth straight year. The utilities achieved 164 Megawatts (MW) of peak demand reduction, which was 27% above their 129 MW goal, and 366 Gigawatt-hours (GWh) of energy reduction. These energy savings correspond to an equivalent reduction of 551,317 pounds of nitrogen oxide (NOx) emissions per year. Most of the utilities' programs involve financial incentives, which were paid to project sponsors to offset the costs of a variety of energy efficiency improvements. The total amount of incentive funds expended to achieve 2006 savings was just over $60 million. The Environmental Protection Agency (EPA) recognized four utilities in 2006 for their ENERGY STAR Home Programs. They were CenterPoint Energy Company, TXU Electric Delivery Company (now Oncor Electric Delivery), Entergy Gulf States, Inc, and Texas-New Mexico Power Company. CenterPoint was also recognized by the EPA with a "Sustained Excellence Award". As of January 1, 2007, the utility programs implemented after electric industry restructuring in Texas had produced 756 MW of peak demand reduction and 2,005 GWh of electricity savings for the years 1999 though 2006.
